Venezuela's Maduro breaks diplomatic links with Panama

Nicolas Maduro, President of Venezuela was talking to other Latin American countries about the anniversary of Hugo Chavez death, and said he decided to stop from now on all kinds economic relationships with Panama. 
I think Maduro is taking revenge because the government of Panama had requested a meeting to discuss the unrest in Venezuela. And Maduro also accused the Panama of government of conspiring of bringing his government down. Maduro is trying to blame every other country of all the protests and deaths that are happening in Venezuela.
